Read this first

The ranking depends strongly on the weights chosen. The three criteria point at different places.
Flood-proneness uses slope and height above drainage from a 30 m elevation model. Rainfall, drains, tides and elevation error are not included, and it has not yet been checked against real floods.
Building footprints are machine-detected (Google Open Buildings, confidence 0.70 or more). OpenStreetMap schools and clinics are probably incomplete.
